Your Sky subscription is for Sky Streaming😉
Sky will not reactivate Sky+ services.. you could try transfering to Sky Q if you really want to regain a PVR🤔

My question is why can't Sky let me still use my Sky+?
As @Exiled-in-HH indicates, there's no way to go back to Sky+ as it's now an end of life product.
Unfortunately if you are now 'a few months' into a minimum term Stream contract then you may not be permitted to move to Q without financial penalty: if you are on a monthly contract then it's much easier.

I am not unhappy with Stream. But why just turn off Sky+?

Sky+ is a subscription service😉
Sky only allow one subscription TV service at an address... you have to choose between Sky+ or Sky Q or Sky Streaming.
Added to that, Sky do not allow restart of cancelled Sky+ subscriptions!
Sky ended supply of Sky+ to new customers a few years ago, and ended Intallation engineer support last year😉

It's not possible to subscribe to both Sky+ and Sky Stream at the same address. Sky+ HD hardware was last manufactured in 2015: Sky Q has been the promoted satellite platform since 2016 and is in use by over 80% of customers.
