You cannot do this via Sky I'm afraid. Netflix paid for via a Sky account can only be used in the one household.
If you want to add your mother to a Netflix account who wishes to use it an alternate address then you'll need to sign up for a Netflix account directly with them rather than through Sky. You can then pay the extra member supplement to allow this.
