Firstly, as per the T&Cs Sky can hold you to the contract and not allow an early termination for TV services. Typically if they do allow the early termination they may ask for the remainder of the contract to be paid for in full. It has been known for Sky to let people out penalty free if they have been having issues with the service and Sky haven't been able to resolve the problems.

Many people have been allowed to leave a long term Sky Stream contract early, without penalty.
The customer must first follow Sky's troubleshooting procedures in order to try and improve their own broadband network.
A fast and stable connection is essential for Sky Stream to function. If, after the troubleshooting has been completed and the customer had made a reasonable attempt to improve their network conditions to no avail, then Sky will allow the early termination of a long term contract. There are simply too many network variables outwith their control, so Sky cannot hold a customer to a contract where the service simply cannot be provided as advertised.

Re: Ending sky stream/tv contract early
@SB98 I have just cancelled my contract early (albeit just a couple of weeks) and there is a small charge.
Early termination fees can be found here
I did not want to wait till the very last day to give my 31 days cancellation notice as Sky charges a month in advance. As it stands, Sky is predicted to owe me £5.
