Can't connect replacement remote

I've got a new remote delivered due to my old one no longer working correctly. 

When trying to connect I've pressed and held 7 and 9 for three seconds followed by 1 and 3 for three seconds but nothing is happening. 

I've made sure the paper strip has come out cleanly too.
