I don't think you can download a rented movie on to a tablet.
In the terms and conditions (below) it says you can stream rented movies.
I think the issue will be that if you downloaded it and then came off wifi / data - you could theoretically keep the rented movie beyond the allowed timescale.
"Rental Content is available to stream in SD and/or HD on all compatible devices. Any rental Content you have rented via a Device and are permitted to receive will be made available to you by us on the Device you have registered."
