Can someone tell me the actual cost of a Sky Q box, not rental cost, but the actual "off the shelf" cost of buying one?

You can't really buy one off the shelf, the cost for not returning a Q box is around £115.
They're basically useless without paying Sky for a subscription.
Edit: As @GD1 Said, you still have to return the box regardless.

You cannot (legally) buy or rent one. All Q hardware is loaned for free if you have an active subscription otherwise they must be returned to Sky.
If you want to update your hardware version (e.g. for UHD/HDR) then you pay Sky an administration charge to swap (but it still doesn't belong to you).
If you do 'purchase' one then it's effectively a brick.
