Showing sky sports illegally

Hi everyone, how do I report someone for showing sports illegally, basically they don't have an entertainment license. I live in a village with 3 pubs and a club and the pubs have their licenses but the idiot running the club thinks he's above everyone and has multiple tv's with dodgy fire sticks, showing all sorts of sports, a close relative of mine runs one of the pubs and pays around £800 a month for sky and tntsports, and then there's this geezer at the club showing everything and not paying a penny, I think it's outrageous and he needs to be stopped.
