That suggests either inadequate bandwidth (particularly if using WiFi) or an HDMI cable which cannot handle the chosen resolution.

Bear in mind netflix also starts playback of a show at low res to minimise initial buffering time and then ramps up the transfer speed as it figures out how much bandwidth it has available.
it's "pixelated" by the way. Pixel is short for Picture Element.
