Open engineer has cut cable to sky Q when fitting broadband

If you have Sky Q then a Sky Stream puck will not be sent to you as it's a completely different system. You need to ring Sky and explain what has happened. An engineer needs to come back and repair the damage they have caused.

What you've been told by @Jones_The_Cat is correct. A puck has nothing to do with a Sky Q set up and won't help you if your Sky Q cables have been severed. Contact Sky and explain what Openreach have done and book an engineer.
