Incorrect installation

Sky installed but external wiring attached to another property without permission- owner cut wires during renovation. No wifi. Engineer confirmed this but how do I get the external wiring redone properly on my property.

You mention no Wi-Fi but you've posted on the Sky Q board? Is it broadband wiring that's been cut? 

Either way you'll need to contact Sky to have this rectified.
