Recently changed the batteries in my mini box. Remote not working. Tried holding 7&9 to reset but no LED flashing.

You can request a new remote online in this help article;

https://www.sky.com/help/articles/fix-remote

On section 4 select I still need help and fill out the form to request a new one.

Also, you can control your Sky box virtually as described in section 5 of that article if you have an Apple device.
