No one here can speak on Sky Protect in particular, but any insurer can choose whether or not to offer cover based on their own criteria.

It would be helpful if individuals could get the actual reason relating to them. The am i eligible statement is quite loose and wide and not very helpful.
"At the moment, we can’t cover everyone for their home insurance. Getting a quote could depend on a few things. Such as your claims history. The size of your property. Or the area where you live. It could be for those reasons that we can’t cover you right now. But as we continue to grow, we aim to make Sky Protect available to more and more people. So, even if you can’t get a quote today, make sure you check again in future."
For example, is it the size of my property? well i can't do much about that so i'd wait, the area where i live, again i'd wait, but if it is my claims history then (certainly in my case) it would mean there is a problem because i know i have no claims history and would therefore like to get my records changed.
More information please to customers from SKY PROTECT

I don't think underwriters are obliged to give details of why they decline to provide cover in any particular instance.
I guess in theory you could try a Subject Access Request under Data Protection

I'm sure they are not obliged, it is more a courtesy.
If i am looking at a new cable broadband service and i cannot have it they would normally tell me why , in case i can resolve it.
