iPhone 16 order

At the end of July I ordered two new iPhone 16s - one has arrived the other hasn't. I have phoned sky 4 times now and each time I've been told they have solved a "technical issue" and the phone will be sent within 48 hours. I still haven't got the phone and have raised a complaint (and have a case number). How can I escalate this even further to get this issue resolved?

If you have already submitted a complaint Sky have up to 8 weeks to resolve it before you can take it further.

Well, interestingly, Caesarome  it was there this morning "awaiting completion" and now it's disappeared and only shows delivered phone!
