Unsuccessful international calls.

I have received two new Sky SIM cardsI. I have set up my call cap on both. However, I still can't make international calls with either of them. I've raised his issue with Sky on multiple times. Each time they tell me it would be resolved after a maximum of seven days. Each time , after  the long wait, they respond to tell me the issue has been resolved but the problem is still persisting and am having to go through yet another long wait again.
