Sky breaking data protection protocol!

Has anyone had an experience like the following?

on my account, I purchased 2 more SIM cards for my parents. 
my mum had the new Sky mobile number, while my dad kept his number from Tesco mobile. 
I activated his card, but then the SIM card would not allow any mobile device coverage/conection 

After being on phone to Sky again for over an hour, the advisor told me they would post me another new sim. 
after waiting 5 days, I get reports from family and friends, when they contact my dad, another person in the UK who is also a Sky customer (they bought a new phone and contract) so this person now has access to all my dads messages, WhatsApp ect. 
that person also discovered she was getting calls and messages that wasn't for them, so they got Sky to stop the sim, and send another one out. 
in the mean time, I contacted Sky, as I could still contact the person 2 days after Sky said they had stopped the sim. 
today I received a new SIM card. 
so the phone can get text messages (if not wifi) and calls, but the person is also getting the messages and WhatsApp ect. 
this is unbelievable, but more importantly, they have my dads NHS messages, bank messages ect. 
How can Sky mess this up so badly? 
im sure this is also against the data protection laws?? 
Sky has had enough chances now to put it right, but clearly not. 
just wondering if anyone else has had similar issues.
