Sim card activation after phone stolen

Daughters phone was stolen phoned up sky to deactivate the sim card and get a replacement one. They won't send me out a new one unless I activate the old one which is stolen and they won't let me have an e sim without sending me a new SIM card incase I want to swap back to a physical card when the phone will take e sim! 

If I active the old one the people who have stole it can use it how I am going to get a SIM card?

If the sim card was stolen (along with the phone) and was not activated then  a replacement can not be sent so your option is to order a new one yourself (physical sim or esim) and use that instead.
