Roaming

Do I get charged £2 a day for roaming passport if my data roaming is off

What country are you in ?

Even with data turned off the charge will kick in of you make a call or send a text message.

Possibly.  (If it's a RPP country)

 

Turning off data roaming does not prevent cellular connections.

 

If you want to ensure no cellular connections then use flight mode - you can still use WiFi.
