Yes, but it's 'rest of world' so expensive.

As you will see Rest of the World charge applies for India so it will work out really expensive to use it so it will be cheaper to get a local sim while there as well.

It's really important to understand that there's a huge difference between 'roaming' (the ability for a handset with a Sky SIM to join a local cellular network at incredibly expensive international rates) and the 'roaming passport' which permits access to a UK calls, texts and data bundle for a £2 daily fee.
'Roaming' works almost everywhere in the world, but has phenomenally high cost to use (particularly for data) while the £2 per day scheme only applies in Europe, overseas territories of European countries, and eight other global destinations.

The vast majority of global destinations are 'rest of world' rate and consequently extremely expensive.
Aruba (Netherlands Antilles)
Austria
Australia
Azores
Belgium
Bonaire (Netherlands Antilles)
Bulgaria
Canada
Canary Islands (Spain)
Christmas Islands (Australia)
Cocos Islands (Australia)
Croatia
Curacao (Netherlands Antilles)
Cyprus (Incl. Northern Cyprus)
Czech Republic
Denmark
Estonia
Finland
France
French Guiana (French West Indies)
Germany
Gibraltar (UK)
Greece
Guadeloupe (French West Indies)
Hungary
Iceland
Italy
Latvia
Liechtenstein
Lithuania
Luxembourg
Madeira (Spain)
Malta
Martinique (French West Indies)
Mayotte (French Territories in the Indian Ocean)
Netherlands
New Zealand
Norway
Poland
Portugal
Reunion (French Territories in the Indian Ocean)
Romania
Saba (Netherlands Antilles)
Sint Eustatius (Netherlands Antilles)
Sint Maarten (Netherlands Antilles)
Slovakia
Slovenia
South Africa
Spain
St Barthelemy (French West Indies)
St Martin (French West Indies)
Sweden
Switzerland
Turkey
USA
United Arab Emirates
'Rest of the world' rates are:
Data £2.16 per MB
Calls to local or UK mobile and landline numbers £2.16 per minute
Receiving calls £1.80 per minute
Texts to local mobile numbers or to UK mobiles £0.50 per message
Picture messages to UK mobiles £0.58 per message
It's cellular data which really catches people out: at that price accessing a 1GB UK allowance would cost over £2,000 pounds
