Phone order

Hi ordered an iPhone 16 plus and had emails to say it has all gone through but not received anything. When I look on my app it says phone out of stock but the phone is on my bills. 

Can you explain what's going on

You shouldn't be charged if you have not received the phone so are you saying that this is what is happening ?
