If you downsize the data plan it doesn't come into effect until the next billing period starts. If you increase the data plan it shoukd be almost instant.

Reducing the cost via the app will likely require you to select a lower data amount, e.g. 40GB.  If this is what you want then go ahead...

However, if you want to reduce the cost (but not the amount of data) then you can either negotiate with Sky or order a new SIM and cancel the existing one.  (This will change your phone number)

If you want to keep your phone number then you have to add a new SIM and then port your old number out of the network and then back to the new SIM.
