I am in Greece. I get the daily Sky Passport message. But I can't connect to any networks. I can't see sky as a possible network.
Restarted 5 times.
Changed from autoconnect to manual and back
Reset network connections

Apple:
Settings > Mobile Data > SIM Applications > Make sure this is set to Home.
Android:
Sky Menu App or SIM toolkit > Roaming > Make sure this is set to Home.

You won't. You have to select a local provider.

Yes. I can see the Sky network, but it won't let me connect to this or any other network. I think i is an account problem.
