Got 4 devices in holiday in Italy. 2 can get either data service or make call on 2 different suppliers, one only data and mine absolutely nothing, even on sim card Manager it say unknow number, been on chat with sky for about 4 hours over 3 days and no help whatsoever

Although you do not have to do you have a spend cap set against these sims and if so what is it set to ?
