If this is a brand new subscription you are given a pro rata amount of data until your first billing date when the full data package will be added. 

If it's not a new subscription you can either purchase data as stated by @63johnw or change your Mix (data).

Increasing the data plan happens almost immediately.

 

Decreasing the data plan happens at the start of your next billing period.
