New iPad with digital sim

I finished paying for my iPad so I ordered a new one. The old one had a physical sim, but the new one doesn't. I tried transferring over the mobile data settings from my old iPad but I kept getting an error.

 

I have tried to activate the sim in my account, but it wants to send a text to the phone number associated with my iPad but it never arrives. 

Am I missing something really obvious?
