I have paid my bill and it says my service is restored but it's not working

My sky mobile also stopped making and receiving calls and texts this afternoon, it also had conditional call divert showing. My mobile and my wife's have just started to work again, hopefully yours has too.

If you were late in paying the bill you will need to setup your payment method again.
If you were not late try rebooting your device.

I've tried to enter discussion about this and it says I don't have access as the management have locked the discussion!!
what is going on? I still cannot make or receive calls on my mobile, since yesterday?

I am still unable to connect to the internet using mobile data. Haven't been able to call text or go online except on WiFi since this afternoon. Very disappointed that sky now say the issue is resolved when it clearly isn't

That's not advised but I suspect you won't take my advice.
reinstate the DD and give notice to cancel if you are not 'in contract'. If you are 'in contract' then you'll have to get Sky to agree to cancel your contract without early termination charges.
Refusing to pay won't end well.
