I have just active my new mobile through sky. I tried to use my PAC code to change to my old phone number,but it failed . can I now change my number

Have you activated your new Sky sim ?
What network are you trying to move a number from because if it is from another Sky sim then it will not work as it is not possible to move a number from one Sly sim to a new Sky sim.

I already activated the new sim. The old network is Tesco mobile
