If you are 'at sea' then your only option is the on-boat satellite system (which won't be cheap).

Cellular data from masts has a range of a few miles, so by definition isn't viable when out at sea.  The local WiFi on a cruise ship has a two-way satellite link to reach land, and so is typically very expensive.

 

Also note that when you are in reach of land, unless £2 roaming applies in the country where the mast is then data is staggeringly costly.

 

For reference, £2 per day roaming only applies to the EU/EEA plus the countries listed in bold below.
