Cannot make outgoing calls while abroad

I cannot make outbound calls while abroad. I have completed all the troubleshooting tasks and still cannot call a U.K. number

When you try to make a call what is happening ?

Have you checked to see if your device will connect to a different network ?

Although you do not have to, if you have a spend cap set is it high enough to cover your stay ?

The call is not connecting, it is being automatically ended. 
 I've tried all combinations suggested for uk 0044, +44. 

I have checked,  there is no spend cap, and the roaming cap is also off. I'm on the £2 passport plus, I've switched on and off too. I can't call Sky to report the issue and the live chat I have exhausted it's suggestions.
