Can't upgrade my mobile phones

I can't upgrade my mobile phones although I'm available for a upgrade. We cancelled sky tv years ago but kept sky mobile my bills paid on time every month but somehow there's a restriction on my account due to sky tv I don't wish to reinstate my sky tv just to upgrade my mobile phones.
