Can not make calls

When I am trying to ring people there's a woman saying

'sorry we can not connect this call. If you have set a spend cap then you can review or change it at sky.com' then the call ends.

also I have no data.

can anyone help

Are you in the UK and if so is this happening on all calls you are trying to make ?

Yes I am in the uk and this is happening on every call I try to make.

I am also getting this now, the other contracts on my account are working fine. But mine and my father in laws aren't working
