I ordered a new phone for my daughter and picked a sim. But when she put in her old sim it worked...
If I don't activate the new sim will I still be charged for the sim contract..
Or can I cancel the sim and keep the phone

That is correct, it will be cancelled after a month or so and you will not be charged for it.
A Sky sim will keep working unless cancelled so that is why her old sim still works.
