I presume you mean Morocco. It is a Rest Of The World destination (so not covered by the £2 a day charge) and costs are extremely high as per this link

It seems likely she incurred the charges before purchasing a local sim so Sky are under no obligation to reimburse all or part of the charges.

To have avoided such charges she should have made sure data and roaming was off before leaving the UK or even removing the sim from her phone because as you have discovered as soon as it connects to a local network then charging will start.
