Found the answer on a Virgin media forum and it WORKED immediately. If you have the snipping tool open the Sky app will not work. You will get a few seconds of blurry streaming then the error VGC-4253 appears on a black screen.
I closed the snipping tool which was open and the sky app viewer worked perfectly, even at full screen.

@Gavla79 What service are you getting this error code? As it's not clear from your post.

Have you run a scan for any malware ?
Also have you made sure the snipping tool is closed ?
