Error code PFE 9903

Getting error code pfe9903 on sky go on my laptop saying I am running video capture software. Any ideas?

Is the Windows snipping tool open in the background because if it is then it will need closing as will anything running that can capture pictures, sound or video.

I am not using any Sky services on my lap top.

It isn't Sky services that is causing this error as something is running in the background that can capture pictures, video or sound so open task manager and close down anything like the windows snipping tool that can capture any of these.
