Error PFE 9903

I'm suddenly getting this error message when I'm trying to watch something, it wasn't doing it last night, so I don't know why it's doing it now. 

It keeps saying I'm running software capable of capturing video. But it's only on my laptop it seems. Just been watching something on the TV, and I'm currently trying it on my phone, but it works on both of those. 

Has anyone else gotten this message before.

This error is caused by a program that is running that can capture sound, video or picture. One such program is the Windows snipping tool so it will need closing if it is running. Others can be found here:
