Question tv Netflix without TV

Is it possible to activate my TV and Netflix package without a TV on a mobile phone or computer?

No, a Stream puck has to be connected to a screen (or projector) of some kind as well as an internet connection, to enter/view the appropriate codes for initial activation.  A computer monitor with HDMI input might be viable.
