When you signed up to 2FA you were given a recovery code so if you didn't make a note of it then check the email you were also sent.
To turn off 2FA sign in with the recovery code so at the login select "can't sign in with the code" link. You'll then be asked for the recovery code.

If you didn't make a separate note of the Recovery Code,and didn't copy the email containing it to another email address, you'll have a problem, I'm afraid.

I cannot sign in to Yahoo to get my recovery code and my phone is not working..

Just given it a try, and can confirm it does work.
Using an app/client does not need the verification code, and hopefully once you have access to your email you can find your recovery code in the email they originally sent when you turned 2FA on. (as long as you didn't delete it)
I used the Windows Mail app to test, but no reason to suppose it will be different with any other apps.

Don't think I enabled 2 step verification.
My bank, Amazon, Ebay make provision for such an event which must happen to many people. It seems absurd that I'm permanently locked out of my email account. Perhaps someone has a human contact address for Yahoo.

Then you really shouldn't have a problem, it's not turned on automatically.
Does anyone else have access to your account, and they may have done it?
But yes, with only one method of verification, and no way to administer it it was obviously going to be a nightmare.
