ftp port forwarding

Having really big problems with forwarding to port 21 for an FTP server.  Setup a firewall rule for port 21 to go to the internal IP 192.168.0.19 where the server is running, but when I test out the connection with an FTP client, I get connection refused.  If I setup a rule to allow ALL ports through it works no problem. Been at this for hours without success

It's been at least a decade since I did anything with FTP (which really isn't a particularly safe protocol to allow the world to reach these days) but from memory for 'active' rather than 'passive' FTTP port 20 is required as well.
