i don't want full fibre. can sky offer me a broadband deal. i already have a tv package with them

If full fibre is available all openreach isp's are increasingly starting to provision fttp

Typically where FTTP is available at an address, that's the service which an ISP will order. In a 'fibre priority area' there's no option for anything else.
