constantly dropping albeit new router and inbox changed open reach need to remove cap

Annoying since 2 April internet drops albeit changed router and incoming phone box no different told by open reach need to remove cap for outage and problem in area!!! Since 2 April it has cost me a fortune on mobile data to get anything at all not even a WhatsApp message anyone in bloxwich struggling?
