Where I live now I cannot receive internet connection, I have been charged £10.00 and the engineer was out and said there was no way he could contact it for me

OK: if you're looking for a refund you'll need to contact Sky directly.
Some more details would be useful if you want more general advice: in theory every property has a 'right' to a phone/internet connection under the Universal Service Obligation.
