If you've received the invitation for the 'no extra cost' upgrade then you can (at the moment) simply refuse.  Eventually that won't be an option because the use of copper  communication circuits, which is a Victorian technology, really does need to end.

As I indicated above, Sky (like other Openreach ISPs) is currently carrying out a promotional campaign.
