As @Highlinder indicates, a new order may well be the trigger for an FTTP installation.
If it's in the UK, putting the address into the BT Wholesale Availability Checker should indicate which broadband provisioning type is applicable.

So the address will be getting an FTTP connection delivered from a pole, hence the requirement for an installer visit.
