Poor broadband since I changed contract

I changed contract at the end of December - to save money. I was meant to be on Sky Broadband Superfast. I went from paying £43 to £35. I was meant to expect a guaranteed minimum download speed of 48 - 63 Mbps. However overall my broadband has been much slower and in the morning is particularly slow. What can I do? I have had to move down to be closer to the router, whereas previously using a tp link I had good broadband in a room upstairs.
