Poor broad band

We are having continual problems with our broadband. Sky are telling us that we have 21Mbps 

And no problems. We are under the impression that we should 50-60 and we pay for the broadband boost. 
we pay £170 per month and that's not even the full package. I think we may need to change, Zoom looks interesting!
