Poor Download speeds

I've recently had SKY Ultrafast Fibre installed. The engineer said he had to install at the nearest point to BT's equipment. Which is a bit pointless as my service drops from 500mb to as low as 100mb and can be lower where I need it most.

That's essentially correct: while the optical pigtail can extend from the CSP a fair distance outside the property, it's typically not run very far internally because installers aren't expected to go through internal walls (and so aren't equipped for 'making good'). Long runs of internal fibre are also highly vulnerable to accidental damage in a domestic setting.

Speed is 'guaranteed' as far as the Hub.  Your options are to move the Hub further from the ONT using a longer ethernet cable (Cat5e is fine) or, in theory, the ONT to Hub link is extendable over Powerline adapters.  

 

There's also an unapproved possiblity of extending the optical portion of the circuit and relocating the ONT: you'll find kits for this online but strictly speaking the ONT is the far end of the national Openreach network and only they should be messing with it.
