When ordering online I was told I wouldn't need an engineer to install my box, so they've sent me my equipment and in my set up instructions it's asking me to plug an Ethernet cable into the ONT, and I have one on the wall but I think it's disconnected? (There's no lights on it) will this be an issue when my box gets activated on the 21st.

Is it powered up?
There should be a power supply connected from a mains socket?

Oddly there's no power supply, and there is a wire cut at the wall.

ONT power supplies have an unfortunate habit of leaving with departing occupants, which is silly as they have little alternative use and almost zero value.
The 'wire cut' is more worrying though, if that's the inbound optical fibre. Is there a 'cable' with a green side-latched jack-plug* visible?
*as on the right below: your ONT may well be a different model
