No isp guarantees 24/7 coverage. Maintenance has to take place at some time and better it's in the early hours of the morning than early afternoon for example.
Frustrating as it sounds cancelling your payment method is definitely not a good idea and it will cause you lots of additional problems.
The relevant services will be restricted, you won't be able to call Sky, the account can't be cancelled, late payment fees will be added monthly and then Sky will involve a debt recovery company which will affect your credit rating.
