If I hardwire a cable from my router to my laptop and still dont get internet to the laptop ........

does this mean that the fault is outside of t he property - We think its a fault in the openreach cables from the road to the house - Or have I got it completely wrong

they occasionally work but drop out in a few minutes - - sky speed test either says its all working correctly or more often the speed test wont even load due to no internet 

Also this morning i took my mobile - on sky  - then it wasnt working - so i turned off my sky wifi on the phone - left the mobile data on and put my hotspot data on - it works perfectly when i did that ! 

I have had 5 sky engineers to the property - they have put in 2 sky boosters  - new sky box new router - new cable new bt phone connector to main box - they are now getting open reach to check the line from the road to the house - - its like the never endign saga- worst of all they tell me its all working fine - which it clearly isnt ! I am at the end of the line now and dont know what to do
