Guranteed speed never met during the contract

My guranteed speed of 31.7mbps has never been reached during the duration of my contract. 3 engineers in 2 weeks have been round and nothing has been improved.

 

Sky mention you can get money back if they don't reach your guranteed speed 3 days in a row. It's been 1 whole year for me and they are purposely being vague on how to get money back.
